Understanding the 8 Steps From Filing to Decision

Knowing where your claim is in the process — and what comes next — helps you stay informed and prepared.

Claim Received

What happens: The VA acknowledges receipt of your claim. You'll receive a confirmation letter with your claim number.

What you should do: Save this letter. Note your claim number — you'll need it for everything.

Average time at this stage: 1-7 days

Initial Review

What happens: A Veterans Service Representative (VSR) reviews your claim for completeness. They check that all required forms are submitted and the claim is properly formatted.

What you should do: Respond quickly to any development letters requesting additional information.

Average time at this stage: 7-30 days

⚠️ If the VA needs more information, they'll send a development letter. You typically have 30 days to respond. Don't ignore these!

Evidence Gathering, Review & Decision

What happens: This is the longest phase. The VA gathers your service treatment records, VA medical records, private medical records you've authorized, and schedules your C&P exam(s).

What you should do: Attend all scheduled exams. Submit any additional evidence. Don't assume the VA has everything.

Average time at this stage: 30-90 days

Evidence Gathering — C&P Exam Phase

What happens: Your C&P exam results are received and added to your file. The examiner's DBQ and medical opinion become part of the evidence.

What you should do: If you had a bad exam, submit your Memorandum for Record immediately. See our Bad C&P Exam guide.

Average time at this stage: 14-45 days

Review of Evidence

What happens: A Rating Veterans Service Representative (RVSR) reviews ALL evidence — service records, medical records, C&P exam results, personal statements, and buddy letters.

What you should do: This is your last chance to submit evidence before the decision. If you have anything else, submit it now.

Average time at this stage: 7-30 days

Preparation for Decision

What "Preparation for Decision" Really Means

This is the stage veterans obsess over — and for good reason. It means the rater is actively working on your decision.

✅ All evidence has been gathered and reviewed
✅ The rater is writing the decision narrative
✅ Rating percentages are being assigned
⚠️ This stage can last days or weeks — don't panic if it seems stuck

Average time at this stage: 7-30 days

Pending Decision Approval

What happens: The completed decision goes through quality review. A senior rater or quality review team checks the decision for errors.

What you should do: Wait. The decision is essentially made at this point — it's just being reviewed for accuracy.

Average time at this stage: 3-14 days

🔍 Not all claims go through this stage. Some are sent directly to the decision phase after the rater completes their work.

Decision & Notification

What happens: Your decision letter is generated and mailed to you. It will appear on VA.gov before you receive the physical letter.

What you should do: Read EVERY word of the decision letter. Check each condition's rating, effective dates, and the reasoning.

Average time from here to first payment: 1-2 months

Why Claims Move Backward

It's common to see your claim go from "Preparation for Decision" back to "Evidence Gathering." This happens because:

🔄 The rater determined additional evidence is needed (another exam, medical records, etc.)
🔄 A C&P exam was deemed inadequate and a new one was ordered
🔄 You submitted new evidence that needs to be reviewed
🔄 A quality reviewer found an issue that needs correction
